The Adoption and Children Act 2002 requires that a child lives with their prospective parents before an application for an adoption order can be made.

The council has since recommended that an independent safeguarding review is carried out. 

An inquest into Leiland's death was adjourned on January 26 pending a police investigation.

Detective Chief Superintendent Dean Holden, of Cumbria Police, said: 'Two people have been arrested as part of an ongoing investigation into the tragic death of a one-year-old boy in Barrow.

'An investigation is under way by a dedicated team of detectives and other specialists.'

John Readman, executive director at Cumbria County Council, said: 'This is a deeply distressing case and our thoughts are with the little boy's family. 

'We can confirm that he was looked after by the local authority and at the time of his death was placed with adoptive parents.' 

He added: 'A police investigation is also ongoing, and so we are unable to make any further comment at this stage.'

The council faced criticism when former supermarket worker Paul Worthington, 50, was not prosecuted for his daughter Poppi's death in December 2012, despite a coroner and judge ruling that she had been sexually assaulted by her father.
